Pot-Limit Omaha (PLO) Rules: A Beginner's Guide

Pot-Limit Omaha (PLO) is one of the world's most popular poker variants. It trails only No-Limit Texas Hold'em in popularity and is known for dynamic, action-packed games.
Pot-Limit Omaha rules
PLO is similar to NLH in many ways but has two major differences.
1. Hole cards and the strict 2/3 rule
In PLO every player receives four hole cards face down. Five community cards are dealt in three rounds: flop, turn, and river.
The key Omaha rule: you must use exactly two hole cards combined with exactly three community cards to make your best five-card hand.
Important: Unlike Texas Hold'em, you must use exactly two cards from your hand. If four suited cards are on the board but you hold only one of that suit, you do not have a flush.
2. Betting structure: Pot-Limit (PL)
PLO uses Pot-Limit betting. The maximum bet or raise equals the size of the pot.
How to calculate the maximum bet (pot-sized bet)
Knowing how to calculate a pot-sized bet is critical in PLO strategy.
Exact formula
Under Pot-Limit rules, a pot-sized bet equals:
Maximum bet = pot size + uncalled bets + amount to call the last bet
«Multiply by three» shortcut
For a quick estimate use the «multiply by three» rule: take the last bet or raise, multiply by three, and add that to the pot size before that bet. That gives the maximum bet size.
Calculation examples ($1 / $2 game)
Preflop (first player, UTG)
In $1 / $2 the pot is $3 ($1 SB + $2 BB). Last uncalled bet is $2 (big blind). Amount to call is $2.
- Calculation: $3 pot + $2 last bet + $2 call = $7.
- Result: UTG can raise up to $7.
Preflop (after UTG raises to $7)
Pot is $10. Last bet is $7. Amount to call is $7.
- Calculation: $10 + $7 + $7 = $24.
- Result: next player can raise maximum to $24.
Postflop (after a $51 bet)
Pot before the bet was $51. UTG bets $51.
- Shortcut: pot before bet was $51. $51 × 3 + $51 = $204.
- Result: next player can raise maximum to $204.

How the strict 2/3 rule affects the outcome:
Situation: river board A♥️A♠️J♠️4♣️Q♠️
- Your hand: A♣️Q♣️7♦️4♦️.
- Opponent (Button): A♦️10♠️9♠️8♠️.
Hand analysis:
- Your hand: you use A♣️Q♣️ from your hand and A♥️A♠️Q♠️ from the board for full house: A♠️A♣️A♥️Q♣️Q♠️
- Opponent: uses 10♠️9♠️ from hand and A♠️J♠️Q♠️ from board for flush: A♠️Q♠️J♠️10♠️9♠️
Result: your full house A♠️A♣️A♥️Q♣️Q♠️ is stronger than villain's flush — you win the pot.
